If Message is non-empty, it is shown in a blocking popup dialog on startup.
If the running app is older than MinVersion, it will *demand* that the user
  update. It will download a Windows MSI installer located at UpdateUrl and
  run it automatically.
If the running app is older than WarnVersion and automatic updates are enabled,
  on startup it will *ask* the user to update, downloading and installing from
  UpdateUrl if the user confirms.
If the running app is older than ClientVersion and the user explicitly
  checks for updates, they will be prompted to update as above.
If the DataVersion changes, the app will check for updates to cached
  data files that are marked as "version-dependent" (which is most of them).
